When I worked with the IBM firewall (Version 3.1), it was a static packet
filter as opposed to say Checkpoint's product, which is a stateful packet
filter. The IBM Java interface was slow and more complex to use than
Firewall-1. I ran the IBM firewall under AIX (and it was very stable) and
have no idea about how it runs under NT.
