It will be somewhat difficult to determine "load averages" since
this really depends on the users -- a single user can "surf" more than
even three people combined. 

>From my experience, (being responsible for lots
of different networks)  even at sites with proxy servers, 70% of
network bandwidth (going thru the firewall) are usually HTTP-based, 80% of
which is non-work related, in most cases.

So, the number of users or IPs using HTTP may not be as relevant as the
number of HTTP accesses/connections that are being made. Therefore,
one would suggest expecting
a huge percentage (>95%) of your user-base. If your connection to the
'net is new, then expect even more in the first few weeks because a lot of
time will be spent WEBbing as a result of the initial "wow" effect.

I would be interested in knowing what your real results are.
