For WinNT, you could restrict their install/modify access
For 95/98, there are programs that do similar (used by companies which put
computers out for the public to use, but who wish to avoid having to
reinstall after someone formats/etc.)
If you could make them run unix, you could install a free packet filter,
and through that make your proxy be the only thing that worked.
There might be firewall software for windows, I wouldn't know
