You might want to try S-Tools by Andy Brown (the URL I previously had is
broken now, so you'll have to search for it). It's a little bit dated, the
one I have is of the 1996 vintage, but it still works well...
It works with bitmap and GIF files, and as an added bonus, it can even bury
information in WAV files (same principle of LSB replacement, only this time
the consequences are audible instead of visible :-)
