Why? If someone inside wants to get data outside, there are so many easier
and cheaper ways than using a cellphone modem. You can almost always use
stego-email. Look at the amount of junk in a typical Word document, plenty
of room to hide anything.

Trying to secure local systems well enough to keep people from pulling that
sort of trick is like trying to stop shoplifting in a grocery store by
locking up the boxes of cornflakes and baking powder.
