The easiest and entirely platform independant way is to open a telnet client,
telnet to whois.arin.net port 43 and type the IP address - you will get the
whole block for that with information on the Coordinator of that block, who
is generally more than happy to help you if you find someone is doing
A Bad Thing(tm).
