ARP -s command on NT Fw-1

Hi Gurus
I am using NAT and Static ARP network
I have initiated on the Firewall-1 Windows NT SP-3 that command:
arp -s 140.2.2.2. 34-34-65-87-a2-42
 
It says that the Address resolution is permanent but it is not
