I am no DNS wiz, but:
misha ~# whois -h whois.arin.net 209.114.32
That should only show you who owns the space and who is authoritative for
the inverse records.
Sometimes its more useful to see who is actually serving the inverse
records, in which case:
misha ~# dig any @a.root-servers.net -x 204.253.208.0

;; AUTHORITY SECTION:
253.204.IN-ADDR.ARPA. 6D IN NS AUTH03.NS.UU.NET.
253.204.IN-ADDR.ARPA. 6D IN NS AUTH51.NS.UU.NET.
