s/key is a sound idea. You can get s/key enabled ftp and telnet servers from
Wietse Venema's logdaemon package. The old ftp site was
ftp.win.tue.nl/pub/security, but I am not sure if that still has his software.
I'm sure there's a pointer to the new site there.
wu-ftpd also has s/key patches, but I never was able to get them to work.
