 U.S. Govt. computing devices (read: routers, computers, etc.) require a
warning
banner to be displayed at logon. I could forward you a DTG for the last
directive, 
but I don't know if you has access to Federal message traffic, so feel
free to email me
if you do. My experience with this only extends to the military
branches, so I can't speak for 
other non-military systems.

Bear in mind that again, this is a Department of Defense banner. If you
are deploying
a system for a non-DoD agency, the wording may differ a bit.
