  Yes.  Servers should have a fixed external address, whether directly or via 
static NAT.  Servers at floating addresses are typical of:

(a) Those who are operating servers in violation of the policy under which 
connectivity is being provided to them (whether by an employer or an ISP).

(b) Those who are using the server to distribute pirated software, child 
pornography, or other dubious content, and are hoping to conceal the location 
of the server from law enforcement or other authorities.

  Even if either or both of these apply to you, you *should* be able to 
exclude the (fixed) addresses of those other servers from your scans....
