There are a number of cool firewall books out there. I'm sure many will
pump through their suggestions.
I know you said you do not have direct Internet access, but try to get a
look at:

Bill Stern has written a product called "Mason" which does an excellent
job of automatically building firewall rules on a Linux box. This may
help to get you started in the right direction.
