Here's my list of reasons ISPs can't/shouldn't try to protect
people:

-Firewalling breaks VPNs.
-It doesn't protect from other users of that ISP
 *If I want to hack you, I just sign up for your ISP
*I wouldn't want to pay (thinking dialup, here) for the cost
  of an ISP that firewalls every user from every other one,
  as well as the outside
-The ISP has no way to know what services I WANT to publish
  and they certainly aren;t likely to make exceptions for me.
-Any user of that ISP can act as an intentional relay to the "inside"
-It breaks half of the multimedia Internet toys
