When you create a Host in RAPTOR, there is an option for a MAC address to
prevent impersonation, but I don't believe this can be used without an IP
address.

What you can do is create a reservation on a DHCP server for the MAC address
in question, and then use the IP address and MAC address in specifying the
host in RAPTOR.  I don't know if that meets your needs, but I suspect it
will.
