I'm not aware of a single in a major operating system that does this.  I know
that ISC supplied source code for the "searchlist" function, which can do local
network reordering.  This was included in the resolver code that corresponded to
the 8.1 version of bind (in which ISC had removed the local network reordering
function from the nameserver code - they have since added that function back
into bind 8.2).  I had not heard that any round-robin function was included.  In
any case, please tell us what operating system or IP stack has included this
function in their resolver.
