"Public Domain" has a specific meaning in terms of ownership/copyright,
do you really mean "Public Domain", or do you mean "freely available?"
IPFilter is the only freely available program I've seen thus far with
stateful logic that's anything more than experimental code. Any good
search engine will find it, and it'll run on almost any popular *nix OS that
isn't Linux (it would run on 2.0.34 or something, but the 2.1.x/2.2.x
kernels seriously changed things and it's not been ported since.) If
you're looking for something to port, getting IPFilter to run under a new
Linux kernel would be a well-received bit of work.
