When I installed Gauntlet v5 on NT4, I had to deal with this issue. IP forwarding is disabled, the firewall does the forwarding. Make sure that the IP address is indeed permanent on the outside interface, either by the -p switch if added at the command prompt or by adding it in the control panel | networking icon.
