It's "fixup".  I believe it serves to define the service that is used at
that particular port, allows you to remap the service to a different
port, and in the case of at least the smtp port, restricts service.
In this case, only 5 SMTP commands are permitted (no ESMTP, RCPT or VRFY
for example).  It also changes the banner that is displayed upon
connecting to the mail port.  My guess is that it's a proxy of sorts.
