"You have no permission to talk" indicates that the news server you're
trying to connect to isn't allowing connections from your IP address.
You should follow up with the server's admin to find out why if you
believe that your IP address is being incorrectly refused. The tcpdump
program running on the outside interface of the masquerading box will let
you see the traffic and ensure that the IP addressing is correct.
You also might want to try a real news client to ensure it's not a local
configuration issue with Outlook/Exchange.
