That completely depends on the proxy software you're using, and
you didn't say what software you're using.
I'll assume both proxies are web proxies and/or caches. Most web
caches can be configured to use the Inter-Cache Protocol (ICP) to
communicate with each other ("I don't have this URL, do you? Sure, here
it is..."). For Squid, see the documentation for cache peers and parents
at http://squid.nlanr.net .
In general, you need to be able to configure the first/local proxy
to use the second/remote/ISP proxy. Check the documentation that comes
with your local proxy.
