1. Whether it is good or bad depends upon whether it meets your
   security policy. Do you feel that Oracle's access controls are
   strong enough to allow full direct Internet access?

2. Whether opening 1521 will allow Oracle to work depends upon whether
   it is configured as a multithreaded server (in which case it won't)
   and on what platform its installed on. Some configurations and platforms
   redirect the initital request to another port.
