DO NOT

Be careful doing this. SP4 and beyond modified the SAM, doing an upgrade
could leave you with an usable machine. I have not done this myself.
But, there are all kinds of warnings about this from Microsoft. Also,
take a look at the SP4 instructions re-installing SP3 will require that
you answer NO to a couple of questions so that the SAM remains readable.
