My little piece of advice is to install some logging software such as " Back
Officer Friendly" available from http://www.nfr.com/products/bof/index.html
which can be configured to alarm you whenever your computer is scaned.
It will give you an idea how often your network is scaned and why your
Network Administrator don't want to allow
the usage of ICQ and etc.
:-)) Then may be you will consider to return back behind the firewall.
