Please accept my thanks to the collective body of participants who responded to this 
thread (45 by my last count?).  I appreciate your comments.

Yes, there are those who wonder if I'm stupid to not submit the question anonymously.  
 However, I understood the risk before submitting the message.  If, in addition to 
receiving some great advice, the price to pay was the inconvenience of recovering of a 
hammered HTTP server, the event would cause enough stir to make my security concerns 
genuine to those who disregard them
(But please, don't do me any favors: I'm a local government employee in a small 
municipality in Calif.with plenty to do even without the security debates with 
management).

I've since tightened up our Internet gateway and HTTP server.  My thanks also to many 
of you who, sensing my nervousness and inexperience, sent me text copies of their 
portscans and probes.
