My first suggestion would be go in Linux/UNix.  Nt has so many holes that you can 
drive a truck through it.  I would never use NT for anything that is that important.  
You should put a proxy server also.  If they are doing dial up NO way that I am aware 
of to stop and or protect that.  Other then cutting off the modems.
