how to configure 2 NIC to 2 different subnets

I tried to configure 2 different NIC on my firewall to 2 different subnet. 
For some reason I can never get em to talk to each other. Is there some 
rules that needs to be passed before the can talk to each other? any input 
is appreciated:)
