A useful tidbit of information here may be that all Netscape browsers and
MSIE before v5 defaults to passive mode FTP, but that MSIE5 defaults
to active mode FTP.

However, if you change your "browsing settings" to "Display FTP as
a web page" it goes back to using passive mode.

Now, why some nitwit developer in redmond chose to switch between
active and passive FTP we'll never know I suppose. Probably someone 
came up with the brilliant conclusion "oh, when we display things 
as explorer type files, we're being active, so let's use active 
mode FTP, but web pages are static so let's use passive mode
for them". Duhhh.
