Because the value of a book cannot be judged by its cover.  Not to mention that volunteers manage and maintain the web site.  Most non-profits can't afford thousands of dollars for "professional" web design.

Why on earth would I want a certification from an organization that
cannot even develop a decent web page? What's with all those butt ugly
graphics, and that 300K (!!) spinning blob of uselessness? The first and
last time I ever visit that site (and I am on a T1, I'd hate to be
sitting on my old modem).
