fdisk /mbr should work fine on w95/w98. You need to allow this write to the 
bootsector. This doesn't solve anything if your bootdisk is infected too.

When you've got an IDE drive you shouldn't low level format it. It seems 
some drives doesn't even allow low level format.

Bootsector virusses can be removed with most AV software. In most cases you 
will need a clean bootdisk.
