The basic difference is that IP masq is typically what  proxies use where a single ip address  is employed in place of host ip addresse(s) "behind the proxy" - as part of the proxy function.  NAT can be thought of as a  superset of the ip masq where you can have a "many-to-one" (same as IP masq) or a "many-to-small" (more typical because of "why" NAT is employed).  For example, a typical usage would be to have the network access device (router or SPIF FW) translate a  larger Class A network into a smaller "routable" class C network due to networking considerations. (there are other NAT models as well.)

I would also say that the reason for employing NAT is not the same as employing ip masq.  I don't believe NAT was designed to be a security mechanism, while ip masq was (as part of the proxy function).
