There are most likely issues with those aswell, yes.

Not really. You can use any FTP client that uses passive mode.
NCFTP will use passive mode if you tell it to.
Microsofts command-line FTP will NOT do it for you.
(However, there are nice ports of NCFTP to Win32 :-)
All graphical Wintendo FTP clients that I know of support passive mode.
