Yes,
the Cisco IOS for ISP's does have the capability of supporting SSH,
Kerberos, TACACS, TACACS+, and RADIUS.
Chris is also correct that SSH is not included in the the regular feature
set (base IP, Plus), but one can craft a simple filter set to allow the
use of SSH, by using the port number instead of the name, I will leave the
exercise to the reader.. :)

I would have to check, but I'm pretty sure SSH is included in the ISP
feature set for 2500. It is not included in any of the regular feature
sets (base IP, Plus, etc.).
One possible option is to go with the IPSec feature set and run a VPN to
the box when you manage it.
