It's possible that the server is one of the automated ones run by one of the IP 
assigners like RIPE. I've spoken to people at RIPE about this before and 
they have at least one server that attempts zone transfers from all DNS 
servers that are on RIPE assigned addresses and listed as the 
primary/secondary for domains in the NIC records to build statistics of hosts 
and servers in use.
