:-) ok here are my 2 cents :)

if it has to do with one's company security, data and network security,
there is no HR. e.g. if you know there is a security loop hole in icq
client blah blah version and someone can exploit it, go ahead and stop it.

however if it is about seeing some objectionable content on the site, it
is not related to security. it is definitely a matter of company
policy/HR.

i hope i make some sense :) this is what i believe everyone is saying :)
