CNAME is an alias for the canonical (real name). The above line is used to 
allow reverse address to subnet be managed by the subnet�DNS server. 
(instead the DNS master for  251.163.11.12.in-addr.arpa.)

The subnet DNS admin create a new ZONE, call it 
248/29.163.11.12.in-addr.arpa. and make 251 a address (mapping it to a 
name)  of an computer for the subnet. The DNS master 
for  251.163.11.12.in-addr.arpa. just CNAME the 251.163.11.12.in-addr.arpa. 
to the ZONE managed by the subnet� DNS.
