There's a small problem with this: most people do NOT use stateless
packet filters any more for anything but shielding public servers.

Fortunatelly for the Internet but unfortunatelly for you, the problems 
with packet filters were known early on and other technologies were 
developed, such as proxies and stateful packet filters. Maybe if you 
explain this, they might be more eager to listen.
