Shockwave uses .swa and .swf (depending on whether or not it's a standalone 
"application" that's been generated by Flash).

I stand with the crowd with the opinion of "just because it hasn't been 
exploited yet, doesn't mean it can't be".  I guess all of the nefarious 
evildoers are having too much fun exploiting ActiveX to start poking at 
Flash and Shockwave...
