No, not really, since it opens dynamic back channels. If you want secure, put 
a sacrifical host on the outside of your firewall, run netmeeting there, and 
connect a long-distance monitor switch to it. (Remote display software 
probably won't work because you need animations and sound) There are remote
monitor and keyboard switches that can operate over distances of hundreds 
of meters.

That depends on your internal users. Considering what protocols
you're using just by running Windows, Netmeeting likely won't do 
anything to make your local network security any worse than it 
already is :)
