Generally, TTL attacks are done for sending false positives to Intrusion
Detection Systems. You can send packets that are picked up by IDS systems,
but never actually reach the target host since the TTL is set to a value
that is the number of hops to the target minus one.

Your packet will be picked up by the IDS or sniffer, but never be recieved
by the target. The true attack would need more meat to it, but the idea is
pretty much there.
