Thank you to everyone who emailed me with their suggestions. They have been
very useful, and due to your help the situation is in the process of being
remedied.
I would particularly like to thank Mike Grierson and Gary Crumrine for their
advice.
Several people have asked me why I needed to know. I obviously can't tell
you everything, since work is still ongoing, but I can say that I discovered
a serious misconfiguration on a server that is part of the US Courts web
system; I reported it to the hostmaster and left it three weeks (without a
reply) before taking it higher.
