some possibilities:
1- block access to the web. that's probably unacceptable
2- allow'em to go but telll'em they do not have the right. then check the
logs. if you see one gone there, shoot'em up
3- block access to sites which propose web-mail. while there are too many
to block, just blocking the famous ones would reduce the use.
4- change your mind and let'em go through.
Note that web based mail is based on the http protocol, not on smtp/pop/imap.
so allowing your guys to read/write mail on the web is the same as allowing
them
to surf. these are just GET, POST, ....
