Hi Ragu,
One possible solution would be to use MRTG
to measure utilization and get a baseline of
typical performance.
http://ee-staff.ethz.ch/~oetiker/webtools/mrtg/mrtg.html
We had been using this tool and started to see the utilization
on the T-1 at 90% which was not the case before.
After we clearly established that our utilzation was high,
we set up IP accounting on the serial interface of
the Cisco router and took a look at the heavy hitters.
At one point in time there was a user who was taking up half the T-1.
Further investigation revealed that this was due to
Napster music downloads and uploads.
(Blocking that is another thread which has been dealt with on this list).
Hope this helps.

Subject: Off the topic:How to measure on Internet (link) speed
Greetings
We have noticed that our T1 has slowed down, and
understandably all users have complained about slow
internet access.
Is there a network tool
a)that would help us determine the throughput that we
are getting.
b)or the location of the bottleneck.
Ours is a very simple configuration.
Internet-->Cisco 7200 (BGP)-->FW-->RSM-->Internal LAN
Our ISP says everything is fine at his end. Thx.
Ragu
