Thank you all for the answers !

Now, I take publicfile (http://cr.yp.to/publicfile.html) for public http access
and bftpd (http://c.codercity.de/bruksoft) for public ftp access. bftpd can
be run chrooted and public upload is possible. If upload isn't necessary,
publicfile could also be used as ftp server, as it runs chrooted as well.
