According to Nokia's web sight, 802.1q is not supported.

The Nokia security platform is a router. This is an important security
consideration, because the firewall looks at the Network Layer and higher
layers. Allowing Data Link Layer bridging would present a hole in the firewall.

The IEEE 802.1Q standard for Virtual LANs is primarily a bridging and switching
standard(from http://grouper.ieee.org/groups/802/1/pages/802.1Q.html):
IEEE 802 Local Area Networks (LANs) of all types may be connected together with
Media Access Control (MAC) Bridges, as specified in ISO/IEC 15802-3. This
standard defines the operation of Virtual LAN (VLAN) Bridges that permit the
definition, operation and administration of Virtual LAN topologies within a
Bridged LAN infrastructure.
Nokia does not implement this standard.
