in short, since March 17th 1999 "decret", use and import of crypto products 
with keys
up to 128 bits are allowed provided that they are declared.  the decret 
text is at
http://www.scssi.gouv.fr/present/chiffre/lois_fr2.html


"Declaring" means that you inform the SCSSI. check their site for more infos.
