perhaps it was dug song's tcpkill software?

tcpkill can snipe a connection using forged FINs, and tcpnice can throttle
a connection using forged small window advertisements and ICMP source
quenches. very fun software.
beware -- don't run it without SOME filter in place or ALL traffic will
eventually get thrashed. read dug's FAQ for dsniff to understand what will
break your network.
