The answer you gave is not completely correct - nor completely wrong.
If you use the ARIN whois, you get the information that the 64 class-B
network blocks belong to UUnet (UUNET1996B) - who gave out two
class C networks to Ronco (UU-208-197-226-B), who then gave one
class C (the looked-for one) to Choice-1-TK (CHOICE1SWIP62)

So contacting UUnet for a responsible person for the given IP address
will (probably) get you there in the end - but going directly to
Choice-1-TK  will be a shortcut.
