If router A sends packets destined for network x to Router B and Router B doesn't know how or can't get to network x, then it is sending it to Router A who in turns sends it to Router B, and so on and so on as you said. Looks like a loop (a -> b -> a -> b -> a -> b) to me. That's what happens when routes become stale or people set default gateways between routers. I think you read too much into what I was saying and failing to see the bigger picture, which is that its looping regardless of the reason.
