Also, I have found in practice that to connect to the majority of IRC
servers, one has to have ident services running.  Most EFnet servers out
there will accept any port from 6667 to 6670, but the majority will also
require an ident check on 113 before allowing logon.  Just make sure that
you specify in your mIRC client to use the ident daemon only for initial
login checking (this is an option you can set in the Options under the ident
tab.)  Also it will make your life easier if you select to validate ident by
IP, and not hostname, as you probably do not wish to pass NS traffic for
your workstation...

IANA lists 194 as assigned port, convention is 6667 or 7000
depending on the IRC network.  most servers offer more ports in that
range to balance load, some to evade limitations.

that's not a question of protocol, it's a question of client
implementation.  the IRC protocol itself is pretty straight and
neither filesharing nor executing of anything is part of it...
