I run imail and we are pleased with it. It should be able to do what you are asking. You won't need to give HR any small apps because they can add users to your list from their web browsers. I like the web interface because I don't have to trouble shoot mail clients! (K.I.S.S) Runs on NT and is reasonably priced.
